j On June 11, 1986, the Advisory Panel for the Decontamination of Three Mile Island Unit 2 met from 10:15 a.m. to 11:00 a.:n. at 1717 H Street, Washington, 4

DC 20555. The Chairman of the Panel, A. Morris, briefly reviewed the agenda

[j items for the Panel meeting with the NRC Commissioners which immediately a

j followed at 11:00 a.m.

1 i A. Advisory Panel members expressed satisfaction with the recent ACRS t

review of the issue of potential recriticality during TMI-2 l defueling. In a letter to NRC chairman N. Palladino, dated February i.

18, 1986, the ACRS concluded that appropriate studies had been conducted and acceptable procedures were being followed to provide

' the necessary protection to prevent a criticality event during

6 defueling activities.

3 B. Although the licensee's April 14, 1986 cleanup schedule revision was not included as a separate agenda item, Panel members agreed to request an explanation for the schedule revision at the Commission meeting.

C. The Panel agreed to inform the Commission of the continuing interest of citizens in the TMI-2 area regarding health effects issues.

D. The Panel agreed with the recommendation of A. Morris, to report to

" the Commission the Panel's satisfaction with the Department of Energy's plans for off-site shipment and storage of the damaged TMI-2 fuel. Panel members concurred that they received an excellent presentation from DOE on the subject at the February 12, 1986 l meeting.

E. The Panel discussed future activities including the point at which i

the Panel's work will conclude. The Panel generally agreed that completion of Panel activities should be dictated by the resolution of the two major remaining cleanup issues: disposition of the processed accident water and defining the endpoint of current cleanup i

activities. A. Morris read a letter from Panel member J. DiNunno in which Mr. DiNunno recommended that the Panel meet on a quarterly l

1 basis. Mr. DiNunno felt that public interest in Panel activities had declined and that fewer cleanup issues remain to be addressed by the Panel.

F. The Panel members reconfirmed their concern over the delay in the NRC's resolution of the polar crane enforcement action.

G. T. Smithgall read a statement that he prepared for the Panel's meeting with the Commission in which he expressed his concern regarding the timeliness of cleanup information received by the Panel. He emphasized that he wished to receive assurance that important future documents would be sent to the Panel promptly. The other members of the Panel neither concurred with nor objected to his statement.

The meeting adjourned at 11:00 a.m. Panel members present were: A. Morris, T. Smithgall, J. Roth, K. Miller, N. Wald, J. Luetzelschwab, and F. Rice.
