The item is SECY 85-381,
Subject:
The 14 Insider Safeguards Rule.
In this paper, the Commission is 15 being asked to act on a final rule dealing with search 16 requirements for the entry at power reactor facilities and 17 miscellaneous safeguard-related amendments including access 18 controls, suspension of safeguard measures during emergencies, 19 key and lock controls and the protection of certain items of 20 security equipment.
21 All Commissioners have approved the final rules on 22 the search requirements and the miscellaneous 23 safeguard-related amendments.
24 The staff will also be asked to incorporate into the 25 statement of considerations a statement that the costs of-the

1 rules are justified by a substantial increase in safety and 2
the defense of that statement as discussed in the OGC 3
memorandum of April 14th, 1986.
4 The Commission, with Commissioners Roberts, Bernthal 5
and Zech approving, have also agreed to direct the staff to 6
prepare a policy statement in cooperation with.NUMARK, 7
endorsing the NUMARK guidelines for nuclear power plant access 8
authorization.
The policy statement will be forwarded to the 9
Commission for approval.
Chairman Palladino and Commissioner 10 Zech believe that permission should issue -- Commissioner 11 Asselstine, I'm sorry.
Chairman Palladino and Commissioner 12 Asselstine believe the Commission should issue a rule on the 13 access authorization.
