COMANCHE PEAK STEAM ELECTRIC STATION - INVESTIGATIONS REGARDING REGION IV MANA3EMENT ACTIONS On November 26, 1986, theOfficeofInspectorandAuditor(0!A)issuedits Report of Investigation 86-10 that discussed Region IV management actions n0erding the Comanche Peak Steam Electric Station.
To address the concerns ra' sed, ! obtained the Connission's approval on January 15, 1987, to fom a review group of senior staff members to determine what reredial measures, if any, were warranted, both at Comanche Peak and generically.
This review group issued its report on March 12, 1987, and in an April 14, 1987 memorandum tn you, I endorsed its findings and reconeended their implementation. Subsequently all the recoceended actions were implemented, except for the transmittal of letters to fcur individuals 1; Region IV. These letters were withheld pending the completion of the report et the Office of Special Investigations of the General Accounting Office. This report, known as the Williams Report. vas published on April 25, 1988.
The pubitcation of the Williars Report closes all matters regarding Comanche i
Peak that were raised by the Movember 26,1986 0!A report. Therefore, because t
the letters to the Individuals in Region IV were principally directed at further training and corrective actions, which have been accomplished, I believe that it is no longer necessary or desirable to transett thest letters. Accordingly, absent ycur direction to the contrary, I do not intend to do so.
I further recospend placing a copy of this memorandum in the Ccenission's Pubite Document Room to document closure of this satter.
