Dear Ms. Alvarez:

I am pleased to submit the Nuclear Regulatory Commission's (NRC) Fiscal Year 1998 Procurement Preference goal achievements. Enclosure 1 reflects achievements against our goals in the seven categories of the Procurement Preference Program. Enclosure 2 provides information on procurement actior.s and obligations for selected categories of small businesses.

l We are proud to report that the Agency exceeded its dollar goals in five of the required categories (prime contracts to small businesses, prime contracts to women-owned businesses, subcontracts to small businesses, subcontracts to disadvantaged businesses and subcontracts to women-owned businesses). Both the dollar and percentage goals were exceeded in three of the categories (prime contracts to small businesses, prime contracts to women-owned -

businesses, and subcontracts to disadvantaged businesses).

The Agency fell short of its goal for 8(a) contracts, primarily because a large 8(a) contractor in the last year of a large multi-year award, voluntarily withdrew from the contract. This.

accelerated the Agency's plans to consc!idaM the unfinished work into an interagency

. agreement that NRC already had in place with the General Services Administration. Contract awards to disadvantaged businesses decreased because there was a decrease in the number

. of awarva made in the Standard Industrial Classification Codes in which many of these firms are qualified.

The NRC supports the Small Business Administration initiative to automate the goal setting and reporting process. I believe these automation initiatives will enhance government wide officiency. NRC will continue to emphasize purchasing through the Procurement Preference Program to assist the Nation's small businesses in their growth and development, if you have any questions regarding our report, please contact Ms. Irene P. NRC ACHIEVEMENTS AGAINST PROCUREMENT PREFERENCE PROGRAM GOALS ESTABLISHED FOR FY1998 1.

Total Prime Contracts -- NRC's estimated contract dollars for FY 1998 were

$65,000,000. Total prime contract dollars awarded were $61,635,000.

Prime Contract Awards to Small Businesses -- NRC set a FY 1998 goal of

$29,000,000 (45%) in this category. Total prime contract awards to small businesses were $31,980,117 or 52 percent of the total dollar amount of all prime contracts.

Prime Contract Awards to 8(a) Firms - The Agency's goci for prime contract awards to 8(a) firms was $16,000,000 (25%). Total awards made to 8(a) firms were $12,645,880 or 21 percent of the total dollar amount of all prime contracts.

Prime Contract Awards to Small Disadvantaged Businesses (SDB) other than 8(a) -- A goal of $432,000 (0.66%) was set for SDB's. The actual achievement was $135,970 or

.2 percent of the total dollar amount of all prime contracts.

Prime Contract Awards to Small Businesses Owned and Controlled by Women --

NRC's goal for prime contract awards to small businesses owned and controlled by women was $6,800,000 (10%). The actual achievement for such firms was

$10,756,423 or 17 percent of the total dollar amount of all prime contracts.

Total Subcontracts -- NRC's estimated goal for total subcontract dollar awards in FY 1998 was $8,000,000. Total subcontract dollars awarded were $13,562,515.

Subcontract Awards to Small Businesses -- NRC's goal for subcontract awards to small businesses was $5,248,107 (66%). The actual dollar value of subcontract awards to small businesses was $7,552,101 or 56 percent of total subcontract dollars awarded.

Subcontract Awards to Small Disadvantaged Businesses -- NRC's goal for subcontracts in this category was $1,293,873 (16%). Subcontract awards to small disadvantaged businesses totaled $2,750,600 or 20 percent of total subcontract dollars awarded.

Subcontract Awards to Small Businesses Owned and Controlled by Women -- NRC's goal for subcontracts in this category was $1,396,534 (17%). Subcontract awards to women owned businesses were $1,706,091 or 13 percent of total subcontract dollars awarded.
