Dear Dr. Onlo:
The Commission has issued the enclosed Amendment No.12 to Facility Operating License
' No. R-80 for the Cornell University TRIGA Reactor. The amendment modifies some of the administrative controls in Section 6 of the Technical Specifications in response to your letter of March 8,1999.
A copy of the related safety evaluation supporting Amendment No.12 is also included.
