Alert 234 Universal Drive Site Area Emergency North Haven, Connecticut 06473-3630 General Emergency Dockets: 99990001 License No: NA X Not Applicable Subjcct: RADIOACTIVE MATERIAL FOUND IN A SCRAP YARD On October 2, 1998 at about 4:00 p.m., a representative from the State of Conn:cticut Department of Environmental Protection (CTDEP) contacted NRC t ff concerning radioactive material found in a scrap yard on October 2, 1998 about 9:50 a.m. The CTDEP representative described the scrap as a ctral tube about two feet long and a quarter of an inch in diameter which wza crumpled. The radioactive source was located about 2 inches from one end of the steel tube. A radiation exposure level of 3.5 millirem per hour was measured using an ion chamber. A scrap shipment had been sent from the Connecticut scrap dealer to Michigan, where it was rejected when rndioactive material was detected in the shipment and the shipment was rcturned to the scrap dealer. The scrap dealer is maintaining security of the radioactive material by keeping it in a locked mini-bunker. The CTDEP representative stated that they are going to obtain the radioactive l material and do further tests in order to identify the type of rrdioactive material.
NRC ctaff contacted a representative of the scrap dealer for further information. The licensee has a radiation detection device near its main w3ighing scale, which had been disabled by a thunderstorm on September 27, 1998. Repairs are being completed on the oevice on October 2, 1998, to bring the device back on-line. The shipment containing the radioactive matcrial had left the scrap dealer's property on September 29, 1998. The {
rcprcsentative stated that he did not know where the scrap originated. '
