General Electric Conpany I'odel "o. BH-7 Package Docket Mo. 71-9019 JUN 181985 Encl to ltr 4td:

DRA'1IMG

1. General Electric Conpany Prewinn No.11?D159? should be revisrd to specifically list alternatives to the DOT Specification 171f steel drun. The "or ecuivalent" specification should be deleted fror the drawing.
2. The identification plate on the packaoe should be specified such that the "cdel "o., Identification Fo., and attachnent idll survive the fire test.

STRUCTuoAL

1. The !bdel t'o. BU-7 shipping package does not incorporate a tanperproof feature (10 CFR $71.43(b)).

?. It is noted that the application uses both the English Systen and the retric Systen in the application. Hovrver, they are not used consistently throughout the application, e.g., the gross teeight of the package and the density of the insulating nedia are given in the English Syster<, whereas test smight of the content is given in the !'etric Systen. The units should be consistent threunhout the structural section.

3. Table 4.1 indicates that the densijy of the insulating nedia id11 he linited to +1 lb/f t" of 8 lb/ft ; ho,over, Table 4.1 also ingicates that the rinirsh per71ssible density can be as Ic'+ as 4.0 lb/f t .

This discrepancy should be addressed. Furthernare, it is not apparent what density of the insulating redia was used in the prototype testing progran. The density of the insulating :<dia as used in prototype testing should be specified. (Any deviation should be addressed.)

4. The application needs to assess the effects of external pressure reduced to 3.5 psia under normal conditions of transport.

Ti!ET'5L Justify the adequacy of using four,1/4-inch diareter vent holes rather than the 1/2-inch diameter vent holes that had been previously found acceptable for the DOT Specification 6M package (49 CFR 5178.104).

OPERATI"G PROCEDl'RES, Ar.CCPT/"CE TESTIllG, A"D t'AI!!TEMAf?CE PPMGRN1 The application is inccrolete in that specific sections addressing detailed operating procedures, acceptance testing, and naintenance program have not been included in the consolidated application.
