l NOTICE OF VIOLATION ,

l Commonwealth Edison Company Docket No. 50-454 l As a result of the inspection conducted on January 22 through March 26, 1987, (in-office review of Unresolved Item (454/86039-01) identified during the September 22-26, 1986, inspection visit), and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified:

1. Section 2.C(6) of Facility Operating License No. NPF-37 requires that the licensee maintain in effect all provisions of the approved fire protection program as described in the Fire Protection Report (FPR) for the facility through Amendment 4 and the licensee's letters dated August 20, 1984; October 15, 1984, and as approved in the Safety Evaluation Report (SER) through Supplement No. 6 including specifically Supplement Nos. 3 and 5 to the SER dated November 1983 and October 1984, respectively.

In Appendix 5.7 of the FPR it states, " Associated circuits as defined in NRC's April 6, 1982 clarification letter to Generic Letter 81-12 are i addressed in Subsection 2.4.1.5 of the FPR." Subsection 2.4.1.5 of the FPR states, "A spurious operation analysis has been aerformed for the Byron Plant." Also, the licensee has committed to t1is analysis in response to Question 010.65. Question 010.65responsestates,"Each plant system's piping and instrumentation diagram was reviewed to determine the effect of the worst case single spurious valve actuation."

Contrary to the above, the licensee failed to perform an associated circuit spurious signal analysis for the reactor head vent and excess letdown high/ low pressure interfaces.

This is a Severity Level V violation (Supplement I) (454/87006-01)

(Unit 1).

The inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have no further questions regarding this matter.
