RESULTS OF THE OPERATIONAL READINESS INSPECTION l

AT THE CLINTON POWER STATION l

The Operational Readiness inspection (ORI) Team completed an inspection at the Clinton Power Station (CPS) including two weeks on site and two separate instances of continuous 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> control room observation. The eleven member ORI Team conducted the inspection in l

accordance with Inspection Procedure 93802 from March 1 through April 2,1999. The team l

members focused on the operators' abilities to recognize degraded and non-conforming plant conditions, to properly implement procedures and Technical Specifications, and to maintain appropriate operational standards and practices. The results of the ORI will be documented in j

inspection Report 50-461/99004(DRS).

The inspectors also reviewed Case Specific Checklist item IV.1, " Establish Program To j

Reduce and Maintain Main Control Room Deficiencies" and determined the licensee had

)

l implemented a program sufficient to support closure of this item. Control room deficiencies i

and operator work arounds appeared to be adequately controlled and those expected to remain after plant startup would not significantly complicate operation of the plant.

The ORI Team concluded that operational performance was adequate to support startup and safe operation of the unit. The inspectors noted some deficiencies in operator command and control and work control support to the operators during the first week of the inspection.

i However, performance improved in these areas during the second week of the inspection.

I The inspectors noted that the improvements in these and other operational performance

issues tended to be fairly recent and attributable to intense licensee management focus and l

short term corrective actions. Continued long-term licensee management focus is necessary to er:sure operational performance improvement is self-sustaining.
