Dear Hr. Secretary:

Our local union represents some 600 members who are employees of the Duquesne Light Company. We are opposed to the random testing provision that the URC has proposed to be included in the Fitness for Duty Program.

The IDEW is not opposed to fair Fitness Duty testing. To serve the best interests of public safety and the workers we can support only behavioral observation and testing for cause.

Sincerely, h,
