PROPOSED IMPOSITION OF CIVIL PENALTY - $5,000 This is to inform the Comission thet a Notice of Violation and Prcposed Irposition of Civil Fenalty in the amount of Five Thousand Dollars ($5,000) will be issued on or about November 15, 1988 to Georgia InstPute of Technology.
4 This action is based on the failures of management tv assure 't procedures ,
' were followed and to have adequate procedures for the conduct >. control of experiments and radiological safety activities, and the failure tc conduct adequate surveys to evaluate the extent of radiological hazards. The mitigation and escalation factors of the Enforcerent Policy were considered and the base civil penalty has been increased by 100% because of the licensee's prior poor i performance and failure to take prompt corrective actions.
It should be noted that the licensee has not been specifically informed of the enforcement action. PLEASE NOTE THAT THIS ENFORCEMENT ACTION WILL BE ISSUED AT THE SAME TIME AS THE ANTICIPATED ANNOUNCEMENT OF REACTOR RESTART ON OR ABOUT NOVEMBER 15, 1988. INFORMATION CONCERNING THIS ENFORCEMENT ACTION SHOULD NOT 1 BE RELEASED UNTIL IT IS CONFIRMED THAT THE LICENSEE HAS BEEN INFORMED OF OUR i ACTIONS.
