I, NORMAN E. STAUFFER, JR., being first duly sworn upon oath, depose and state as follows:
1.
I am employed as an Engineer Manager and Chief of Hydrology and Computer Applications Section at the Division of Water Resources, Utah Department of Natural Resources, and have worked within this Division since 1970.
2.
I am the supervisor of David B. Cole, Senior Engineer for the Division of Water Resources, who is the State's technical expert for Utah Contention M (probable maximum flood).
3.
David Cole is presently not available to assist the State in its response to the Applicant's April 22,1999 Motion to Compel
