SUBJECT:

OFFICE OF INTERNATIONAL PROGRAMS ANNUAL REPORT Dating back to the mid 1980s, the Office of Intemational Programs was responsible for providing the Commission with a twice yearly report on all activities. This " Semi-Annual Report" requirement remained in effect until 1996, when the Commission granted OIP's request to submit a single annual report. In 1997, noting the confluence of substantive information, reporting periods, and timing of submission, OlP requested that the Commission allow the .

material which OIP prepared for inclusion in the NRC Annual Report to also be forwarded separately to the Commission to fulfill its Commission-mandated annual reporting requirement.

This request was granted, and in January 1998, OlP provided its chapter for the NRC FY 97 Annual Report to both the OClO and to the Commission (Attachment 1).

Subsequent changes in the NRC Annual Report required OIP to reduce its submissions for FY 97 and FY 98 to summary accounts without expansive details. A copy of the FY 98 section on

NRC's intemational activities is at Attachment 2.

In addition to providing the Commission an annual written summary of intemational activities, OIP has in recent years provided the Commission with an annual briefing, including substantial background materials as handouts.

Upon review, it appears that summary information in the current abbreviated format of the NRC j Annual Report may not be sufficient to keep the Commission informed of NRC's international g

program. However, a single, definitive summary of NRC's international activities.can be achieved in an annual OIP briefing, with inclusive background handouts for year-long reference.

Staff notes that the last briefing to the Commission on intemational activities was August 1997.

- SECY informs OIP that the next scheduled briefing is targeted for May 1999.

' IP recommends conducting a single annual briefing with current reference materials that will be tracked by SECY and discontinuing its separate annual written report to the Commission.

OIP tal continue to provide summary material for inclusion in the NRC FY Annual Report, as required by the OClO in the abbreviated format. Hearing no objectic'n, OIP will proceed with  !
