SUMMARY
OF MEETING WITH NEl ON LICENSE RENEWAL The Nuclear Regulatory Commission (NRC) staff met with the NEl License Renewal Task Force on April 13,1999, to discuss development'of a standard format for license renewal applications.
A list of meeting attendees is contained in Attachment 1.
The NRC staff and the industry agree on the need to initiate activities to establish a standard format for license renewal applications. Entergy Operations, Inc., Southern Nuclear Operating Company (SNC), and Florida Power and Light have announced that they are preparing renewal applications for Arkansas Nuclear One, Hatch, and Turkey Point, respectively. Also, experience has been gained from the development and review of the first two license renewal applications, Calvert Cliffs and Oconee.
The staff sent NEl the formats developed for the Calvert Cliffs and Oconee safety evaluation reports (SERs), by letter dated March 15,1999, which reflect the staff's current approach to organizing an application. This meeting was held to obtain industry comments on these formats and to start discussions on establishing a standard format for future applications. Once established, the standard format will be incorporated into the standard review plan for license renewal and the industry's implemen ition guideline, NEl 95-10, which the staff proposes to endorse in its draft regulatory guide license renewal, DG-1047. However, the staff and industry recognize the next applica may be too far along with preparation of their renewal applications to fully utilize the standt J format, although there was a willingness expressed to consider any timely guidance deve.c ed.
SNC presented the format it is currently developing for its Hatch application (Attachment 2).
This format is considered a work in progress and SNC has requested feedback from the NRC.
Future meetings will be scheduled with SNC as needed to discuss Hatch-specific format comments.
NEl indicated that there appears to be general agreement with the NRC staff at the chapter and possibly the first sub-level of the SER formats. The Nel Task Force is reviewing the formats and the goal is to provide comments to the staff prior to the next scheduled management meeting on May 12,1999. Once the staff receives and reviews the comments, another meeting will be scheduled between the staff and NEl Task Force, if needed, to address open issues.
