NRC DOCKET 50-424 OPERATING LICENSE.NPF-68 V0GTLE ELECTRIC GENERATING PLANT UNIT 1 NOTIFICATION REGARDING PLANT COMPLETION Gentlemen.

In a telephone conversation on March 6,1987, W. E. Burns, of Georgia Power Company (GPC), informed M. V. Sinkule, of the Nuclear Regulatory Commission Region II Administrator's staff, of minor exceptions to schedules cited in our January 2,

1987 letter titled " Statement of Completion and Request for Low Power Operating License".

GPC hereby provides documentation of those noted exceptions pursuant to the request of Mr. Sinkule.

Specifically:

The " Watch" program software for the " Proteus" plant computer o

was not, and is not expected to be, tested.

GPC does not. intend to employ this non-safety related computer program.

The program had been intended for use merely as an operator aid for boron and xenon assessment.

Baron and xenon assessment are to be accomplished through other methods, The Fuel Handling ESF filter package testing was not completed o

prior to entry _into Mode 2.

This filter package serves the Fuel Handling Post Accident Ventilation System (see__ Technical Specification

3. 9.12. ).

The specification initially. requires the ventilation system to Le operable for the off-loading any irradiated fuel into the storage pool.

The filter package will be fully tested under surveillance procedures prior to any such of :'-loading of irradiated fuel.

Technical Support Center HVAC Post-LOCA Purge Steam Packing Exhaust Fuel llandling Building Normal HVAC Auxiliary Building Nonnal Exhaust The testing of' Fuel Handling Building radiation monitor RE-2533A o

was not completed prior to entry into Mode 2 because this monitor was under repair and spare parts were unavailable.

This monitor is only required to be operable when irradiated fuel is in the spent fuel pool.

The above described deferrals have been reviewed under the requirements of 10CFR50.59 and by the Plant Review Board and do not involve an unreviewed safety question.
