Dear Dr. Grace:

By letter dated March 9, 1987, R. E. Conway indicated that the Vogtle Project contractor Quality Concern Program was being. discontinued.

The purpose of this letter is to provide some additional ~ information regarding that decision, and to provide you with information concerning other l

changes to the Vogtle Quality Concern Program.

As you know, Georgia Power Company established a central Quality Concern l

Program for the Vogtle Project in 1983. ht that same time we also estab-

lished separate contractor programs for five primary Vogtle contrac-tors--Walsh Construction

Company, Pullman Power Products, Cleveland
Electric, Pullman /Kenith-Fortson, and Williams Contracting.

Georgia j

Power Company remained responsible for review of all concerns received i

by the contractors, including _ screening, monitoring of investigations, closing, and in some situations, assumption of investigation, resolution, j

and response to concerns received by the contractors.

Experience indicated that the Georgia Power Company Program was more broadly used than any of the contractor programs.

For this reason, i

the contractor programs were-discontinued and absorbed into the Georgia

[

Power Company Program.

Meetings have been held with contractor managers l

in order to discuss this change in the Vogtle Quality Concern Program l

procedures.

All contractors will continue to encourage employees to i

resolve concerns directly through supervision, or, if employees are unwilling or hesitant to approach supervision, to utilize the Vogtle Quality Concern Program.

Georgia Power Company will continue to solicit, investigate, resolve, and respond to these concerns.

There will be no diminishment of attention to this program as a result of this procedur-al change.

Georgia Power Company will continue to emphasize the Quality Concern Program, both for completion of Unit 2 and for operation of Unit 1.

Lee Glenn, formerly Manager of the Quality Concern Program, is now Manager of Quality Control for Vogtle Nuclear Construction.

Dean Harless has been promoted to the position of Quality Concern Program Coordinator, with responsibi11ty for the administration of the Vogtle Quality Concern Program.

Dean has been involved with the Quality Concern Program, as a full time investigator and staff member, since-1984, and is well qualified for his new position.

The Quality Concern Program will remain in effect, will continue to receive full management support and attention, and will continue to be a vital part of our overall Quality Assurance effort.

I trust that this letter clarifies our intentions regarding the Quality Concern Program.
