i Mr. John D. Martin Regional Administrator, Region V U.S. Nuclear Regulatory Commission 1450 Maria Lano, Suite 210 Walnut Creek CA 94596-5368

Dear Mr. Martin:

Nuclear Regulatory Commission (NRC)Bulletin 88-02, Rapidly Propage. ting Fatigue Cracks in Steam Cenerator Tubes NRC Bulletin 88-02 requested licenseos with Westinghosso-designed r,uclear i

power reactors with stoam r,enerators containing carbon steel support platos, to implement actions necessary to minimize the potential for a steam generator tutio rupture event caused by a rapidly propagating fatigue i

crack such as occurred at North Anna Unit 1.

The evaluation of this event l

for its applicability to the Trojan Nuclear Plant has been completed. The

)

conclusion of this evaluation is that the steam generator tubes remaining in service at Trojrei are not expected to be susceptibio to fatigua rupture at the top support plate in a manner similar to the rupture that occurred a'. North Anna Unit 1.

Thereforo, no modifications, preventivo tubo plugging, or other mossures are necessary to provent a Noeth Anna-typo tube rupture at Trojan.
