Cooper Nuclear Station Administration Building Project

Dear Mr. Martin:

Initial construction efforts are currently underway at Cooper Nuclear Station to remodel and expand the Administration Building located inside the protected area boundary. This letter is to inform you of our approach to this project from a security standpoint, and to solicit any comments you may have.

Drawing 3.1 of the CNS Physical Security Plan illustrates the location of the Administration Building (labeled " Office Building" on the drawing).

Attachment B of the plan references two non-vital doors (Nos. 505 and 506) associated with this building. Several statements in the plan reference the use of ground level, non-vital doors. Specifically, Paragraph 1.3.7.7 states that ".

at least two barriers, and in most cases three, must be penetrated prior to gaining access to a vital area.

." and Paragraph 4.3 states that

. non-vital doors, however, may be unlocked at the discretion of the Division Manager of Nuclear Operations or Security Shift Supervisor if the situation warrants." Several of these doors, including 505, are routinely inactivated during normal working hours. The two specific doors referenced will be inactivated during this construction effort and will eventually be removed, as will the west facade of the building. The construction effort on the Administration Building will result in possible access to other roof lines of the main structure, openings to other non-vital areas through Administration Building duct work, open trenches, and the removal of decorative lighting. However, none of these modifications or activities are directly associated with vital areas or vital area barriers.

Other than the loss of the two non-vital doors, we do not view any of these items as a reduction of security plan commitments. We are, however, initiating several actions to ensure that our continuing efforts provide an active security posture. A security guard, prepositioned near the area between the fence and the office building to compensate for degraded camera coverage, has the avenue of approach to this area under observation at all times, including during non-normal working hours. Additional lighting will also be installed to facilitate observation of the immediate construction areas adjacent to the building. Normal access from the Administration Building to the main plant structure has also been blocked. Although these barriers are not hardened, nor do they include barriers above the ceiling itself, they do provide additional delay to an intruder similar to the intent of the removed outside doors.

Due to the aforementioned activities and the eventual return to the security system of the referenced doors and alarms, we do not consider a revision to the current CNS Safeguards Plan appropriate. We do consider this project to be of sufficient scope to highlight the activity and our intentions for your information. Should you have questions, please contact Mr. Guy R. Horn at the site.
