SUMMARY
OF MARCH 18,1999 MEETING ON QUALITY ASSURANCE TOPICAL REPORTS On March 18,1999, NRC staff met with representatives of the FirstEnergy Nuclear Operating Company in Rockville, Maryland. The purpose of the meeting was to discuss the review schedule and content of a proposed quality assurance (QA) topical report for both the Davis-Besse and Perry facilities. A list of the meeting participants is included as Enclosure 1. There were no meeting handouts.
This was a pre-filing neeting to discuss FirstEnergy's intent to submit a QA topical report to encompass both the Davis-Besse and Perry facilities. It was pointed out that FirstEnergy will benefit from develop:ng a common QA program for all their sites. The effort is being modeled after the Entergy topical report which has previously been reviewed and approved by the staff.
Once the proposed asset transfer between FirstEnergy and Duquesne Light Company takes place (resulting in the license transfer of the Beaver Valley Power Station to FirstEnergy), the QA topical report will also encompass Beaver Valley.
The submittal of the topical report and the implementation dates will be influenced by the ongoing proposed rulemaking for 10 CFR 50.54(a). The proposed rulemaking, which will enable licensees to make certain changes to their QA plans without prior staff review and approval, was still out for public comment at the time of the meeting. The public comment period ended on March 25,1999, and, absent any negative comments, the revised rule is scheduled for implementation on April 26,1999.
The staffs review will focus on reductions in commitments to the QA program and will not look at the overall QA program. It was generally believed that if the new rule is published as currently written, only a small fraction (e.g.,10-20%) of the changes would be considered a reduction in commitment that must be reviewed and approved by the staff. Due to the benefits gained from the Entergy review, the staff anticipates a much shorter review schedule for this effort. The licensee indicated that Perry will be the lead plant for this review.
The licensee's implementation schedule has not been finalized. As previously indicated, aspects may change depending on the outcome of the ongoing rulemaking efforts. Revisions are expected for the Updated Safety Analysis Reports for both facilities.

. During closing statements, both the licensee and staff agreed to frequent communications during the review process. With respect to fee billing and how to equitably separate the fees between the two facilities, the staff indicated it would reexamine how the plant specific billing was handled during the Entergy review.
