Inspection No. 70-371/86-11 This refers to the Operational Safety Review conducted by Mr. J. Roth and other members of the NRC staff on -September 29 - October 3,1986 of conditions in your facilities on the Montville, Connecticut site to determine whether there are potential safety hazards that, when combined with facility operations, could adversely impact upon the health and safety of the public or workers at the facilities. The inspection consisted of selective examination of procedures, processes, and representative records, interviews with personnel, and observations by members of the team.

No violations were identified. However, the team observed a number of con-ditions related to your facilities and operations that warrant the attention of management. We would appreciate a response from you describing the actions you take or plan, relative to the observations and recommendations included in the enclosed inspection report. That response is not subject to clearance by the Office of Management and Budget under the Paperwork Reduction Act of 1980, PL 96-511. Further, we request that you maintain documentation relative to your actions so that the NRC and other responsible federal agencies can follow i your progress in resolving these matters.

In general, we found that you had adequately addressed the operational pro-cedures, work control practices and overall management controls required by  :

your NRC license and had established and were maintaining: an excellent in-dustrial safety program that included good housekeeping; an extensive pre-ventive maintenance program; and an excellent fire safety program. However, we believe that the employee training program, the Radiological Contingency Plan, l

and the techniques for evaluation and analysis of nuclear criticality safety at work locations in the facility could be strengthened.

In accordance with 10 CFR 2.790 of the Commission's regulations, a cocy of this letter and the enclosure will be placed in the NRC's Public Document Room unless you notify this office within 10 days of the date of this letter, that you intend to request withholding of information under 10 CFR 2.790(b)(1). 1 That notification may be made to the Chief, Document Control Section, USNRC Region I at (215) 337-5223. ,
