SAFETY EVALUATION OF THE *BWRVIP VESSEL AND INTERNALS PROJECT,"BWR VESSEL AND INTERNALS PROJECT, BWR CORE PLATE INSPECTION AND FLAW EVALUATION GUIDELINE (BWRVIP 25)," EPRI REPORT TR 107284, DECEMBER 1996 (TAC NO. M97802) .,
Dear Mr. Terry,
l The NRC staff has completed its review of the Electric Power Research Institute (EPRI) proprietary report TR-107284, *BWR Vessel and Intemals Project, BWR Core Plate inspection and Flaw Evaluation Guideline (BWRVIP-25)," Decernber 1996. This report was submitted by letter dated December 27,1996, and_ supplemented by a letter dated December 19,1997, which was in response to the staff's request for additional information, dated March 14,1997.
The BWRVIP 25 report provides generic guidelines intended to present the appropriate inspection recommendations to assure safety function integritj of the subject safety-related l RPV intemal components. It also provides design information on the core plate, geometries, I weld locations, and potential failure locations for the several categories of boiling water l reactors (BWR/2 through BWR/6). t l
l The NRC staff has reviewed the BWRVIP-25 report and finds,in the enclosed Safety ;
l Evaluation (SE), that the guidance of the BWRVIP 25 report is acceptable for inspection and i flaw evaluation of the subject safety-related RPV intemal components, except where the staff's 4 conclusions differ from the BWRVIP's, as discussed in the enclosed SE. The staff has concluded that licensee implementation of the guidelines in the BWRVIP-25 report will provide an acceptable level of quality for inspection and flaw evaluation, with modifications to address the staff's conclusions in the enclosed SE, of the safety-related components addressed.
The staff requests that the BWRVIP review and resolve the issues raised in the enclosed SE, and incorporate the staff's conclusions into the revised BWRVIP-25 report. Please inform the staff within 90 days of the date of this letter as to your proposed actions and schedule for such revisions.
