Dear Mr. Secretaryi Our local union represents some 600 members who are employees l

of the Duquesne Light Company. We are opposed to the random testing i

provision that the NRC has proposed to be included in the Fitness for Duty Program.

The IBEW is not opposed to fair Fitness Duty testing. To serve the f

best interests of public safety and the workers we can support only l

behavioral observation and testing for cause.
