The description of the Quality Control Superintendent in paragraph 17.2.1.2.3 should hav-been deleted in Asendment 26 to the FSAR concurrently with the change to paragraph 17.2.1.2 which now refers to Chapter 13 for the description of the plant staff.

During the operational phase SCS is the architect / engineer for VEGP.
The Plant Vogtle Operational Support Policy and Procedures Manual establishes uniform practices and establishes quality assu tance objectives for services provided by SCS in sup ert of GPC's operation of Plant Vogtle. BPC is under contract to SCS co provide architect / engineering services to SCS during operating phase of the VEGP (Re f. 17. 2.1.4).
Section 17.2.1.4 Engineering will be revised to add the following clarifying statement as indicated on the attached mark up.
"These activities, as well as architect / engineering activities perfc tmed by others under contract to SCS, will meet the requirements of the OQAP."

SCS is the architect / engineer for VEGP during operation.

The SCS PQAE still receives "functional and administrative supervision" from the SCS quality assurance departient as defined in 4
paragraph 17C.1.2.1.1 (previously paragraph 17.1. '. 4).
The manager-quality assurance provides support to the PQAE through 4
development and implementation of the quality assurance department procedures which are utilized by the PQAE in perfotmance of his r
specific duties and responsibilities. The suppliar surveillance l
administrator no longer reports to the manager-quality assurance. The l
SSA now receives "functional and administrative direction from the manager procurement-engineered products" (ref.17C.1.3.1).
Project coordination of the SSA comes from the PQAE. These new reporting r
relationships are depicted in Figure 170-1.

The positions of the manager project and supplier and the supervisor-projects were eliminated in the recrganization of the SCS QA department.
The changes in Amendment 35 were to show the PQAE reporting directly to the manager quality tssurance in lieu of reporting through two other intermediate levels of supervision.
The manager-quality assurance assumed the responsibilities of (1) "development and implementation" of quality assurance department procedures (Ref.17.C.1.2.1) and (2) ' functional and administrative supervision" of the PQAE (Ref. 17C.1.2.1.1).

By approving annual evaluations, surveillance scope changes and surveillance reports sent to him by the SSA (Ref. 17C.1.13A, C, F),
the PQAE determines when audits and changes to the surveillance scope are needed.
Section 1.7C.1.2.1.1 Project Quality Assurance Engineer (PQAE) will be revised for clarification as indicated on the attached mark-up to state as follows:
"The PQAE ensures, through the SCS audit program, the verification of implementation of Vogtle Project supplier quality 3
activities. The PQAE controls the scope of these supplier quality 1
activities by approval of the annual evalustion of suppliers' quality p.N program performance and by approval of changes in the supplier F

surveillance program.
Auditing of engineering is also the responsibility of the PQAE. The PQAE receives project direction from..."

The audits of Bechtel's procurement supplier quality department continue to be conducted on at least a triennial basis as indicated by i
the paragraph 17C.2 commitment to NRC Regulatory Guide 1.144, Audit ing of QA Programs for Nuclear Power Plants (January 1979).
Section 17C.5 Quality Assurance Auditing, fourth paragraph, will h; revised for clarification as indicated on the attached mark-up to state as follows:
"The VEGP activities of Bechtel's procurement supp1' _r qutlity department are evaluated annually by the PQAE and audited as required (at least triennially) by the SCS supplier surveillance administrator."
