dated July 31,1986, Request for Amendment Gentlemen:

Change No. 3 of Reference (a) requested testing of the containment isolation valves to coincide with the COLD SHUTDOWN or REFUELING MODE coinciding with our new 24-month fuel cycle. Surveillance Test Procedure results were reviewed to verify that receipt of an automatic closure signal strokes the valve to its isolation position. In particular, our review centered on Containment Isolation Valves (CIVs) that could not be tested at power - since the time interval between test strokes would be longest for this category. The test data provided (Attachment 1) is representative of valve performance for this category of valves. As can be deduced from the data, valve closure time appears to be more a function of proper maintenance than cycle length.

Change No. 3 of Reference (a) requested an extension of the test interval for Surveillance Requirement 4.6.4.1.2. This Surveillance Requirement only verifies that the CIVs actuate to their isolation position upon the receipt of an actuation test signal.

During our review of surveillance test procedure data, we concentrated on valve closure time because it is such an excellent indication of valve OPERABILITY. It should be noted, however, that Surveil'ance Requirement 4.6.4.1.3 expressly tests CIV isolation times. This testing provides additional assurance of CIV OPERABILITY since it is per-formed during each COLD SHUTDOWN according to the ASME code. Article IWV-3410 of the ASME code states:

"Fu!!-stroke exercising during COLD SHUTDOWN 5 tor all valves not full-stroke exercised during plant operation shall be on a frequency determined by the intervals betweenshutdowns as follows: for intervals of three months or longer, exercise during each shutdown; for intervals of less than three months, full-stroke exercise is not required unless three months have passed since last shutdown exercise." (Check valves are similarly tested under ]

Document Control Desk April 3,1987 Page 2 Each Unit has 21 power-operated CIVs that are tested at power. Twenty-seven power-operated CIVs are tested during COLD SHUTDOWN. A review of the CIV closure time data, required by the ASME code as stated in Surveillance Requirement 4.6.4.1.3, reveals that the code testing provides an excellent assurance of valve operability.
