FOLLOW-ON AVLIS ENVIRONMENTAL MEETING BETWEEN USEC AND THE NRC ON APRIL 19,1999 On April 19,1999 representatives from U.S. Enrichment Corporation (USEC) and U.S. Nuclear j
Regulatory Commission (NRC) met to discuss USEC's environmental report for the Atomic d
Vapor Laser Isotope _ Separation (AVLIS) Facility. I have attached a list of the meeting attendees (Attachment 1) and a copy of the slides USEC presented during the meeting (Attachment 2).
USEC described its schedule for preparing the environmental report and provided a high-level
)
overview of its progress to date. Highlights from the meeting follow.
USEC plans to submit the environmental report with its license application. To ensure that the NRC is kept informed as the environmental report develops, USEC plans to continue to meet with the NRC on a regular basis. USEC and NRC agreed that unless other issues arise, the next meeting on the environmental report should be scheduled when USEC announces the AVLIS site in June 1999.
When available, USEC plans to use existing data to develop its environmental report; all the sites USEC is considering have either been subject to Environmental Impact Statements, or had other types of environmental characterizations (USEC implied data from site investigations for EPA regulations was available). The NRC advised USEC that depending on the data I
source, pedigree, and/or data age, that it would be prudent for USEC to perform some

verification sampling.
USEC's altematives include the no action attemative, altematives considered and eliminated
'O (including gas centrifuge, molecular laser isotope separation, and SILEX), and f acility site S
selection altematives. USEC believes that since data is available for the sites it should be able h! NIM.

L to demonstrate the presence or absence of environmental impacts when making a decision about potential sites.
i Under the proposed action, USEC plans to evaluate two socioeconomic cases for the two gaseous diffusion plants (GDPs), in the first case, USEC will assume that both GDPs will be taken off line, and that all employees will be furioughed. In the second case, USEC will assume that both GDPs will be taken off-line and that all employees will remain employed in Decommissioning and Decontamination work USEC has initiated socioeconomic data collection for the GDP plants and other potential sites.
l USEC proposed providing very limited descriptions of the major plant design and operations with a focus on the areas that could result in environmental impacts. The focus on environmentalimpacts is acceptable to the NRC, but the level of detail should be sufficient to allow the NRC to independently determine the potential environmental impacts. As an alternative for providing this information, USEC may reference the remainder of the license submittal.
in some instances, USEC did not plan to address issues because USEC considered that there would be no impact, e.g., certain utilities. The NRC informed USEC that it would be more appropriate to indicate where and why USEC did not expect an impact so that the NRC can make an independent determination.
The NRC indicated that at the level of detail USEC provided, USEC's overall approach to the j
I structure and content of the environmental report looks reasonably consistent with the guidance the NRC provided to USEC in June 1998. NRC reminded USEC that the environmental report needs to be of high quality to support the proposed aggressive review schedule.
Upon further consideration, the NRC had two additional comments: (1) Sinco the NRC is not able to verify many of USEC's claims at the level of detail presented, the environmental report should include a reasonable basis and justification for USEC conclusions (e.g., USEC's slides claim that the AVLIS Facility will result in essentially no dose to the public or that no significant endangered species concerns exist); and (2) USEC should plan to address the cumulative effects of constructing and operating the facility. To address cumulative effects, USEC should describe any other industry in the vicinity of the selected site, potentially at distances greater than the immediate site vicinity.
