1-TECHNICAL SPECIFICATIONS TASK FORCE MEETING

SUMMARY

April 22,1999 It was proposed and agreed to that the order of the agenda be changed to discuss TSTF-designated high priority proposed changes to the Standard Technical Specifications. Attached

- is a summary of commitments made during that discussion.

TSTF-021. R.1. -168. and -285 Chance in Dispositi21 The next agenda items discussed were a change in disposition of TSTF-021, Revision 1, TSTF-168, and TSTF-285. A letter to be distributed to NEl by April 30,1999, d( 'ribes that TSTF-021, Revision 1, disposition should have been to Modify the proposed change to retain the flow rate. TSTF-168 was mistakenly approved based on the change being consistent with WCAP-10271. However, the use of a bypass allowance for maintenance on RTB trains was proposed in WCAP-14333. Insufficient justification was provided for this change to STS and, consequently, Westinghouse withdrew the bypass allowance at the staff's request. Therefore, the proposed changes are no longer consistent and the disposition for TSTF 188 is changed to Reject. TSTF-285 disposition is changed to Modify based on agreement by TSTF to submh a revision to include words in the Bases indicating why 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> is needed.

TSTF-250 Disposition The proposed industry change to the ISTS NUREGs would revise the Design Features section to delete the specific reference to the FSAR for determining uncertainties in calculating the subcriticality of stored fuel assemblies. After some further discussion, the TSTF decided to propose an afternative change by May 13,1999.

NRC-Generated Travgjgg Staff presented positions with regard to'new NRC travelers being generated. Staff also j i

requested that the TSTF add these and other outstanding NRC-generated proposed changes  !

to their priority list; Staff agreed to provide a ranking of all outstanding NRC-generated  !

proposed changes to the TSTF. In addition, staff requested that TSTF representatives contact  !

the respectiva NRC representative when preparing to recommend Modification or Rejection of j the proposed changes. l Ice Condenser Issues Robert Martin requested an update from the TSTF, who responded that the first travelers  ;

should be received by NRC by April 30,1999. l Eyhjication of Revision 2 to the Standard Technical Specifications Robert Tjader, NRC, provided handouts depicting the production schedule for editing, proofreading, and publishing Revision 2 to the Standard Technical Specifications. The TSTF l suggested a collaborative final review before submitting to the publishers. NRC is willing to I discuss and will contact the TSTF around the July 30,1999 timeframe. Mr. Tjader also provided a handout describing the differences between the Revision 1 Standard Technical Specifications and Revision 2 formats. These handouts are attached (Attachments 1 and 2).

Staff discovered minor editorial changes during the proofreading process and wanted to discuss whether it was necessary to generate an EDIT traveler to correct these minor errors, which are mainly typographical in nature. It was agreed that a list of these errors would be kept by staff throughout the week and forwarded via e-mail to TSTF on Fridays.

It was agreed that a meeting in June would benefit the group. Therefore, a tentative meeting has been scheduled for June 16. A meeting notice will follow.

" Met vs. Performed" lasues A number of travelers address this issue. TSTF agreed to submit a White Paper and training modules used to train Operators to NRC by April 30,1999, further describing their position. In the mean time, TSTF agreed to revise TSTF-284 and TSTF-288 and submit to NRC by April 26,1999.

Other items Not included in the Aoenda The TSTF handed out a list of TSTF Representatives with their telephone and e-mail designators, as well as a list of various projects, task forces, etc. that are outstanding, including the associated TSTF, NEl, and NRC contacts (Attachment 3).

The TSTF initiated a discussion that addressed a process for submitting proposed changes that are more than editorial in nature, but less than technical. These changes would mostly be to the Bases section of the Standard Technical Specifications. It was agreed that the designator would be still be "TSTF", however, the proposed change travelers would be numbered with a *B" prefix (i.e., TSTF-B001).

The TSTF has modified NEl-96-06, *lmproved Technical Specifications Conversion Guidance" and will provide a copy to NRC in early summer.

Next Joint NRC/TSTF Owner's Group Meetino it was agreed upon that the NRC and TSTF will meet briefly in May as a follow-up to this meeting. The moming of May 13 is tentatively scheduled. That aftemoon, the Technical Specification and Electric and Instrumentation Controls Branches will meet with the TSTF to i discuss TSTFs -198 through -204. A meeting notice will be distributed shortly. l i

4 Differences Between the STS, Rev.1 (WP 5.1) and I the STS, Rev. 2 (Corel 8) ,

The STS, Rev.1, dated April 1995, was produced using Wordperfect (WP) 5.1 in Letter Gothic ,

12 font. The STS Rev. 2 will be produced using Corel Wordperfect, Release 8, in Arial 11 font. A number of format changes have been made to make the STS paginable and to simplify its maintenance, for example:

e Nonoaainable vs. Paainable: The STS, Rev.1 was not prepared as a paginable document. The STS, Rev. 2 in Corel 8 is paginable.

e Paae Numberina: In the STS, Rev.1, page numbering was continuous for all files for each Section, i.e., "B 3.1-1" through "B 3.1-n" ("n" being the last page of the last file in Section 3.1). In the STS, Rev. 2, page numbers for each LCO and Bases are paginable, i.e., in Section 3.4.5 the pages are numbered 3.4.5 - 1 through 3.4.5 - 3.

LCO 3.4.6 starts with page number 1 as 3.4.6 -1 and continues through 3.4.6 - 3.

  • Header and Footer Format Differences: In the STS, Rev.1, the files were formatted using a Master Document format. This permitted generation of a Table of Contents (TOC) using tagged data in each file. In the STS, Rev. 2, the files are not tagged for automatic generation of a TOC. For the STS, Rev. 2, TOC, entries are done i individually because each LCO and Bases file starts with page number 1. l e STS. Rev.1 IGraphic Brackets 1 vs. STS. Rev. 2 ICharacter Brackets 1: The STS, Rev.1  ;

used graphic brackets to bracket large areas of text to indicate plant-specific application which may vary from plant-to-plant. In the STS, Rev. 2 the graphic brackets have been replaced with Character brackets, i.e., [ and ).

  • Em Dash: In file titles the Em Dash has been replaced with a hyphen with one blank space on either side of the hyphen, i.e., "SDM - Tavg" is written as "SDM - Tavg" in the STS, Rev. 2.

e Action Tables Format Chanaes: The STS Action Tables use three columns:

Conditions, Required Actions and Completion Times. In the STS, Rev. 2, 0.2" space was moved from the Conditions column to the Completion Times to piovide sufficient space to print out all the Action tables headings in a single line of text.

  • Reduced Font Size Tables: In the STS, Rev. 2, the numbered tables in the Instrumentation Section use reduced fonts to fit a lot of data on a page. l e Use of Styles Extensive use has been made of styles to simplify the maintenance of the STS, for example:
1. Enter text that is used multiple times or is standard use.
2. Enter format changes.
3. Define a Header for use on a subsequent page for continuation information.
4. Suspend use of a Header on a current or subsequent page. i

o Chance in NOTES: In the STS, Rev.1, NOTE or NOTES appear with the word NOTE (S)in the middle of a dashed line and a dashed line at the conclusion of the )

l e Use of (Continued) in the Headers and Footers: In the Headers, the use of (Continued) is no different in STS, Rev.1 and the STS, Rev. 2. In the STS, Rev.1, the Footers (Continued) was used either above or below a line at the bottom of the page to indicate continuation of the Subsection (above the line),on the next page or below the line to indicate the Subsection is concluded but the Section continued on the next page. The last page of a Section had a double line at the end of the Section to signify the end of the Section. In the STS, Rev. 2 (Continued) is no longer used in the Footer because it would prevent the pages from being paginable.

e Use of Sinale Lines and Double Lines: The STS, Rev.1 made use of both single and double lines. In the STS, Rev. 2 only single lines are used so that Sections will be ,

paginable. l e The Basic Format of the LCOs. Specifications and Bases: The basic format which includes margin, left justify, widows / orphan protection, and tab settings appear the same for both the STS, Rev.1 and the STS, Rev. 2.

e A Difference in the Bases: One of the differences between the STS, Rev.1 and STS, Rev. 2 is in the Bases and the number of lines required to display subsection titles. For example, in the STS, Rev. 2, Corel 8, the Arial 11 font for " APPLICABLE SAFETY ANALYSIS" takes 3 lines to fit within the available space between the 1 inch left margin ,

and the 2.5 inch left margin for the subsection text. l 1

e Ghost (s): The term " Ghost" refers to a Note (or part of an associated text) that is defined on one page and reappears in the Header or Table heading area on a subsequent page. Another example is style information, such as " APPLICABILITY" that is outputed by the "Applic" style. Ghosts are encountered particularly with LCOs. The Ghost does not appear on the printed pages. Problems with Ghost will be taken up with Corel to see if there is a solution, e 10 CFR 50.36(c)(2)(ii) to Replace References to
