SATISFACTION OF AUGUST 14,1996, ORDER REQUIRING AN 1 DEPENDENT CORRECTIVE ACTION Vi alFICATION PROGRAM N
Dear Mr. Necci:
On August 14,1996, the NRC issued a Confirmatory Order requiring Northeast Nuclear Energy Company (NNECO) to obtain the services of a third party to conduct an independent Corrective Action Verification Program (ICAVP) at each of its units at the Millstone Nuclear Power Station before the restart of each unit.Section IV.1 of the order required the ICAVP to be completed for each unit, to the satisfaction of the NRC, prior to each unit's restart. In our June 17,1998, letter to you, we indicated that Sargent & Lundy (S&L) had conducted the ICAVP at Millstone Nuclear Power Station, Unit 3 (MP3) to the satisfaction of the NRC.
Parsons Power Group Inc., (Parsons) conducted the ICAVP at Millstone Nuclear Power Station, Unit 2 (MP2). Parsons issued Volume 1 of its final Millstone Unit 2 ICAVP Report on December 4,1998. Revision 1 to Volume 1, and Volume 2 of the final report were issued on L
January 12,1999. Parsons issued a supplement to the final report on March 22,1999. On February 3,1999, as directed in the Order, you provided your initial response to Parsons' ICAVP Report. Additional re.sponses to the Parsons' ICAVP report were provided on March 5,1999, addressing issues discussed in Volume 2 of the Parsons ICAVP Report, and on March 23, 1999, following issuance of Parsons' supplemental report.
During the April 14,1999, Commission meeting, Parsons indicated that it had completed all of the reviews required by the NRC-approved ICAVP Audit Plan and implemehting procedures.
l The NRC staff indicated during this Commission reeting that Parsons had performed the ICAVP in accordance with the NRC-approved Audit Plan and that the ICAVP had been performed satisfactorily. A summary of the NRC staff's ICAVP oversight efforts at MP2 is provided in SECY-99-109, " Recovery of Millstone Nuclear Power Station, Unit 2," dated April 9,1999.
After careful review of your activities and those conducted by Parsons during its implementation j
of the ICAVP at MP2, we have determined that the ICAVP has been completed to the Y}
satisfaction of the NRC as required by Section IV.1 of the August 14,1996, Confirmatory Order G
for MP2. As u+ataJ in your July 21,1998, letter to the NRC, NNECO permanently shutdown Millstone Nuclear Power Station, Unit 1 (MP1). With the permanent shutdown of MP1, the staff has determined that an ICAVP is not required to be performed for that unit. With the completion Y
