Dear Director Berkow:

The Draft Environmental Statement (DES) on the process of decommissioning Pacific Gas & Electric's Humboldt Bay Nuclear Power Plant, Unit No. 3, has finally, after an extremely extended delay, been published and made available for public review. I understand that April 23rd began the 45-day comment period which was to have ended on June 16th.

I correspond with you today to first thank you for the 60-day extension of this public input interval, and second, to request that a public hearing on the DES be convened in the Humboldt Bay region.

Certainly, I am echoing other legislators, government officials, interested organizations, and citizens by respectfully requesting that the Nuclear Regulatory Commission (NRC) hold a public hearing on the DES. This hearing would be similar to the December 4, 1984, scoping session in Humboldt County at which I presented testimony.

That session, as would be the public hearing, would allow those who are most directly affected by the decommissioning proposal be afforded one more opportunity to provide con-structive input. I believe strongly that with an issue as volatile and as complicated as the nuclear power industry, especially in light of the Chernobyl catastrophe, that the public's participation in this decommissioning process be even more accessible.

June 10, 1986 Page Two As Chairman of the Assembly Sub-committee on Fisheries and a member of the Assembly Natural Resources Committee, the Assembly Water, Parks and Wildlife Committee, the Joint Senate and Assembly Committee on Fisheries and Aquaculture and as a member of the Pacific Fisheries Legislative Task Force, I am concerned about the removal of spent fuel rods from a leaking storage facility, the potential for environ-mental damage resulting from an earthquake in this geologically active area, and the degree of security that will be in place to ensure that the radioactive elements will be secure during the proposed thirty year SAFSTOR period. These are issues that I brought up at the December 4, 1984, scoping sessien. As my committee assignments and my knowledge have both increased since that time, I am even more concerned about the potential for catastrophic environ-mental damage to occur should anything go wrong. We would all pay a handsome fee. The debt of those irreversible consequences would be ours to pay for centuries to come.

We cannot afford that.

I, again, thank you for an extended 60-day period for comments to be made to the NRC on this draft document. My additional request is that you also hold a public hearing in the region affected so that those who can not adequately write down their comments can make their feelings heard, not leaving any cone.irns undiscussed.
