NRC INSPECTION REPORT #87-01 DOCKET NO. 50-354 HOPE CREEK GENERATING STATION Public Service Electric and Gas Company (PSE&G) is in receipt of your letter dated March 5, 1987, which transmitted a Notice of Violation concerning a failure to comply,with the requirements of Technical Specification 3.4.3.1.
Pursuant to the provisions of 10 CPR 2.201, our response to the Notice of Violation is provided in Attachment 1.

PUBLIC SERVICE ELECTRIC AND GAS COMPANY DOES NOT DISPUTE THE VIOLATION.
2.
THE ROOT CAUSE OF THE VIOLATION WAS A PERSONNEL ERROR.
THE MISSED SAMPLES WERE THE RESULT OF A RADIATION PROTECTION TECHNICIAN'S FAILURE TO REVIEW THE RADIATION PROTECTION DEPARTMENT LOG FOR ANY REQUIRED TECHNICAL SPECIFICATION ACTIONS.

IMMEDIATE CORRECTIVE ACTIONS:
The Radiation Protection Technician responsible for the missed sampling was counselled on the necessity of complying with all Technical Specification Action Statements and of reviewing the Radiation Protection Department. Log for required Technical Specification Actions.
Although the event was not the result of any administrative control deficiency, the Radiation Protection Department established the practice of posting all outstanding sampling requirements on a bulletin board which is readily observable by the Radiation Protection staff.
Action statement requirements are also still entered into the departmental log.
4.
LONG TERM CORRECTIVE ACTIONS:
To reinforce the-importance of Technical Specifications compliance, all Radiation Protection Shift Technicians are receiving training on Radiation Monitoring System (RMS) and related Technical Specifications.
In addition to providing alarm response guidance for RM-ll Console indication and other RMS information, the training concentrates on the identification of Technical Specifications-related RMS monitors and their respective Technical Specifications OPERABILITY requirements and ACTION STATEMENTS.

FULL COMPLIANCE WAS ACHIEVED ON JANUARY 5, 1987.
