Gentlemen:

This refers to the special safety inspection conducted by Ms. S. D. Eick

and Mr. J. F. Smith of this office on September 6 through October 6,1988,

of activities at Fermi 2 Nuclear Power Station, authorized by NRC Operating

License No. NPF-43. The inspection was in response to the failure of

Recirculation Pump B Discharge Valve (B3105F0318) to close on August 20

and 28, 1988 and the issuance of Confirmatory Action Letter CAL-RIII-88-024.

The essence of our findings were discussed with Mr. R. B. Stafford and others

of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consistea of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

We are releasing the report at this time for your information. The apparent

i violations, described in Paragraph 3 of this report are being reviewed for

potential enforcement action. An enforcement conference will be held on

, November 18, 1988, in he Region III Office with you and othe 'nembers of your

staff. You will be notified by separate correspondence of our decision

'

regarding enforcement action. No written response is required until you are

notified of the proposed enforcement action.

In accordance with 10 CFR 2.790 of the Contnission's regulations, a copy of

this letter and the enclosure, will be placed in the NRC Public Dociment Room.
