_ PURPOSE The purpoco of this submittal is to transmit the BFN unit 2, 79-14/02 programmatic milestones and scheduto commitments. Various mootings betwoon TVA and the NRC have been hold over the past two years to address different aspects of the overall BFN unit. 2, 79-14/02 program. This submittal servos to summarize, confirm, and update infotvation previously provided to the NRC.

BACKCROUND TVA and NRC have ret on nevocal occasions to discuss IRB 79-14 and 19-02 Irsuen related to BFN.

The most recent meeting was hold on September 8 and 9, 1988, where engin scring methodologlos woro finalized. The reforanco lettor documented the conclusions reached at the September mooting, and comitted TVA to this follow-up subnittal on program milestones and schodulos.

Current Status The current BFN unit 2, 79-14/02 program plan romains essentially unchanged from that presented during earlier meetings, with tt, exception of adjustments to the implementation schedulo resulting from agreements reached on September 8 and 9, 1908.

The piping system reanalysos will be performed in two parts.

Part ono consists of a production affort to complete all 79-14/02 reconcillation work fer the total program scopo of approximately 220 stress prohtoms. This effort will be approximately 35 percent comploto before unit 2 restart.

As-built walkdowns for the approximately 220 stress problems will bo completed before restart.

NOV 101988 U.S. Nuclear Regulatory Commission Part two consists of a generic implication evaluation (horizontal slice) based on attelbutes established from the results of the first 20 percent of the stress problens.

This generic implication evaluation will be applied to all stress problems not complete at the time of restart.

Any modification required aA a result of the generic evaluations to 93tisfy operability i

criteria will be made before restart.

Upon completion of the abovo work, the remaining part one 79-14/02 effort l

(approximately 65 percent) will continue untti completion. This effort is l

expected to be complete by the next refueling outage af ter unit 2 start up.

IEB 79-14/02 PROGRAMMATIC ISSUES r

List of Commitments 1.

Complete the 19-14/02 reconciliation work for applicable piping and support systems, considering all required program attributes, by the end of the next refueling outage af ter unit 2 restart (unit 2 refueling cycle 7).

2.

At. the 20 percoat completion level of ttie 79-14/02 reconciliation work, identify st:2ric attelbutes to be used in the generic implication evaluation (horizontal slice).

3.

Before unit 2 restart, continue the part one 79-14/02 reconelliation effort to the 35 percent completion level.*

4.

Complete the generic implication evaluation for the remaining 65 percent of the 79-14/02 piping and support systems before unit 2 restart.

Complete 100 percent 19-14/02 as-built walkdowns before restart.

6.

Before restart, complete the modifications required to satisfy operability criteria identified from activities 2, 3, and 4 above.
