SUMMARY

OF APRIL 14,' 1999, MEETING WITH JOINT OWNERS GROUP REGARDING MOTOR-OPERATED VALVE PERIODIC VERIFICATION PROGRAM

. On April 14,1999, the NRC staff met with representatives of the Joint Owners Group (JOG) to discuss the current status of the JOG Program on Motor-Operated Valve (MOV) Periodic 4

Verification. The JOG program was established in response to Generic Letter (GL) 96-05,

" Periodic Verification of Design-Basis Capability of Safety-Related Motor-Operated Valves." The NRC staff prepared a safety evaluation (dated October 30,1997) accepting the JOG program lf with certain conditions and limitations as an industry-wide response to GL 96-05 to identify age-related valve degradation. NRC participants included staff members from the NRC Offices I\\

of Nuclear Reactor Regulation (NRR) and Nuclear Regu'atory Research (RES). JOG participants included representatives from the Boiling Water Reactor Owners Group (BWROG),

Combustion Engineering Owners Group (CEOG) and Westinghouse Owners Group (WOG),

other licensee personnel, and JOG contractors. Attachment 1 is a list of the meeting participants. Attachment 2 is a copy of the meeting agenda.

During the April 14 meeting, the JOG representatives presented a status of the JOG program and the test results to date. See Attacnment 3. The JOG reported that licensees of 94 reactor units are participating in the MOV dynamic test program. The JOG is reviewing the MOV

' dynamic test results being provided by its~ participating licensees. With one exception, the JOG has found minor changes in valve factor over the time interval between dynamic tests and has identified a trend of a small increase in valve factor during consecutive strokes of the MOV dynamic tests. The exception involves an Aloyco split-wedge gate valve which required significantly more thrust to operate during the second series of dynamic tests. In response, the

- JOG issued Feedback Notice FN-01 in the fall of 1998 to communicate this information on the perforrnance of the Aloyco split-wedge gate valve to its participants. The JOG is currently preparing a revision to the feedback notice to reflect updated information. The JOG considered the increased valve factor for the Aloyco split-wedge gate valve to not be surprising considering the low initial valve factor (<0.2) obtained during the baseline dynamic test. With respect to butterfly valves and unbalanced globe valves, the JOG stated that initial repetitive dynamic test data indicated only small changes in operating requirements over the test interval.

4 The JOG will obtain test data to evaluate the potential degradation of balanced globe valves later in the program. The JOG discussed minor adjustments that had been made to its process for evaluating test data and its criteria for rapid attention in response to test results.

The NRC staff and the JOG representatives discussed possible processes by which the NRC staff can be made aware of information provided by the JOG to its participants regarding significant test results. These processes could include attaching a feedback notice to the NRC/ JOG meeting minutes or simply discussing the contents of the feedback notice during the public meetings. Glenn Warren of the BWROG stated that he would discuss these processes with the Nuclear Energy Institute at an upcoming meeting and provide information on the suggested process.

The NRC staff discussed the importance of licensees evaluating information provided by the JOG for its potential impact on component operability. The JOG representatives stated that, from their experience, pa-ticipating licensees are address!ng JOG feedback notices as significant new MOV information, such as provided in NRC information notices. The NRC staff considered this interaction between the JOG and its participants to be significant because of the NRC's reliance on licensee commitments to the JOG program.

The NRC staff reported that it had completed its review of GL 89-10, " Safety-Related Motor-Operated Valve Testing and Surveillance," at each operating nuclear plant (with the exception of the D.C. Cook nuclear power plant which is in an extended outage). The NRC staff also discussed the status of its review of GL 96-05 programs, including the issuance of safety evaluations completing NRC review of GL 96-05 for 7 nuclear power plant units and the ongoing preparation of safety evaluations for 13 nuclear power plant units. In addition, the NRC staff has forwarded requests for limited information to several licensees to allow completion of safety evaluations on their GL 96-05 programs. The NRC staff is working to complete the review of GL 96-05 programs established by licensees participating in the JOG program by the end of 1999.

The NRC staff noted that inspections of GL 96-05 programs are being conducted on a sampling basis with emphasis on licensees not participating in the JOG program. The NRC staff and JOG reviewed the minutes of the previous meeting on the status of the JOG program. The NRC staff also reported that they had not received any comments on the JOG program from licensees since the previous meeting.

The NRC staff provided a summary of the results of its research on the performance of de-powered MOVs. See Attachment 4. The NRC staff stated that the NUREG report on the de-powered MOV research should be issued in the next few weeks. Brian Bunte of the BWROG stated that the Valve Technical Review Group (VTRG) of the BWROG has been reviewing the publicly available information on the NRC research and has prepared a proposed plan to resolve the issue regarding dc-powered MOV performance by the end of 1999. this proposalin May 1999. Steve Loehlein of the WOG stated that the WOG is considering establishing a small working group of its members to interact with the BWROG VTGR because of the limited use of de-powered MOVs in Westinghouse-c'esigned pressurized water reactors.

- material specimens to actual valves. However, the JOG stated that the questions regarding the effect of stroke sequence and service history will be addressed as part of its program. The JOG presentation at the meeting indicated plans to evaluate test data in those areas. The NRC staff will continue to monitor the JOG test program for resolution of the questions regarding the effect of stroke sequence and service history on valve performance.

The NRC staff and JOG representatives set a tentative date of October 13,1999, for their next meeting to discuss the status of the JOG program.
