March 26,1999 EN 99-012 OFFICE OF ENFORCEMENT NOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Individual: _ Dale Todd and Roof Systems Design, Inc. (IA 98-066 and EA 98-538)
Subiect: ORDER PROHIBITING INVOLVEMENT IN NRC-LICENSED ACTIVITIES This is to inform the Commission that an Order Prohibiting involvement in NRC-Licensed Activities will be issued on or about March 31,1999, to Dale Todd and Roof Systems Design, Inc. (ReDI). This action is based on an investigation which concluded that Mr.
Todd and RSDI engaged in deliberate misconduct in violation of 10 C.F.R. $ 30.10.
Specifically, Mr. Todd and RSDI willfully bypassed the NRC's framework for regulating licensed activities and conducted NRC-licensed activities without a specific or general licensed issued by the NRC.
The Order requires, in part, that Mr. Todd and RSDl: (1) not engage in NRC-licensed activities for a period of one year; and (2) provide written notice to the NRC prior to the first time they engage in or exercise control over NRC-licensed activities for a period of five years after the one-year period of prohibition has expired.
It should be noted that Mr. Todd and RSDI have not been specifically informed of the enforcement action. The schedule ofissuance and notification is:
