NOV 0 3 1988 MEMORANDUM FOR:
Edward C. Shomaker Office of the General Counsel FROM:
Brian W. Sheron, Director Division of Systems Research Office of Nuclear Regulatory Research
SUBJECT:
RECENT CONVERSATIONS REGARDING MR ALADAR STOLMAR As you recall, during the week of October 23, 1988 I met with you regarding recent correspondence between Mr. Aladar Stolmar and myself over his safety concern associated with fuel behavior during severe accidents.
During our meeting I lef t you with a copy of all correspondence between Mr.
Otolmar and myself to date.
I recently received from Mr. Bill Johnson of Westinghouse a copy of a letter Westir.ghcuse received on October 21, 1988 from the U.S. Department of Labor. Mr. Stolmar is alleging he was laid off for raising safety concerns. A copy of this letter is enclosed.
As you know, our conclusion to date is that we have not observed the phenomenon described by Mr. Stolmar through our extentive research programs.
I have asked our severe accident fuel performance expert Dr. Robert Van Houten, to ensure that Mr. Stolmar's concerns were thoroughly evaluated both by him and by our contractor exports to confirm our original conclusion that no unique safety concern existed.
I will keep you informed on this matter and obtain your review of our response to Mr. Stolmar's most recent letter to the President.
