SEQUOYAH NUCLEAR PLANT (SQN) UNIT 1 - WAIVER OF COMPLIANCE FOR TECHNICAL SPECIFICATION LIMITING CONDITION FOR OPERATION (LCO) 3.7.1.2.b This letter is to document WA's verbal request for a temporary waiver of compliance for LCO 3.7.1.2.b for SQN unit 1.
This occurred October 21, 1988, in telephone conversations between WA and NRC, which included J. T. LaFoint (SQN Site Director) and S. D. Richardson (Director, TVA Projects Division. Office of Special Projects).
The unit 1 turbine-driven auxiliary feedwater pump was inoperable because of governor valve problems encountered during testing. Action statement "a" of LCO 3.7.1.2 indicates that, with one auxiliary feedwater pump inoperable, the licensee must restore the pump operable within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or be in hot shutdown within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />.
It was anticipated that troubleshooting / maintenance activities and required functional testing might not be completed before the 72-hour action time was exceeded.
Returning unit 1 to hot shutdown would have precluded the necessary conditions (steam pressure) for the additional testing required to restore the pump operable.
Because of this. WA requested a temporary valver of compliance for 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> beyond the expiration of the action statement. NRC indicated that the extension would be approved and would begin at 12:15 a.m.,
October 23, 1988, and expire at 12:15 a.m.,
October 25, 1988, based on SQN unit 1 entry into hot standby at 12:15 a.m., October 20, 1988.
It should be noted that the SQN unit 1 turbine-driven auxiliary feedwater pump was returned operable at 4:29 a.m., October 24, 1988.
