VMTRIP SITE VISITS - SEPTEMBER 29 THROUGH OCTOBER 2, 1986 The following is a summary of my observations from the last two days of the subject site visits.
The purpose of my attendance on these site visits was for education as a future employee of the Uranium Recovery Branch and as the potential NRC Project Manager for the Green River site (visited October 1).
I arrived in Grand Junction the evening of September 30 to attend the final two days of the subject UMTRAP site visits.
During these two days we visited three mill tailings sites (Grand Junct.on, C0; Green River, UT; and Slickrock, C0) and the primary alternatives for each.
In addition, at Green River we visited one of two potential borrow sites and in-transit from Slickrock to Grand Junction we saw the Naturita, C0 " foot print" site (where the tailings pile has been removed but the site has not been cleaned) and the operating mill at y
Uravan, CO.
Discussions between our staff, DOE, and DOE contractor representatives at the l'
sites and in-transit between the sites was very informative.
Along with the information I read in preparation for this trip (including the Act (UMTRCA),
the Green River CADSAR, staffs comments on the Green River CADSAR, the August 1981 " Summary of the Engineering Assessment of Inactive Uranium Mill Tailings" for Green River, and other applicable background documents) the site visits enabled me to get an efficient and comprehensive overview of the UMTRA program and develop a general understanding of the associated technical and programmatic issues.
During this trip Leon Stepp (00E/ TAC) gave me a copy of the " Phase 2 Hydrological Drilling" information for the Green River site collected by Jacobs M Engineering Group from August 22 to September 10, 1986.
I have distributed a copy to Mike Young for his information and retained a copy for my files.
In addition to this information Mr. Stepp gave us a copy of a memorandum dated September:26, 1986 providing clarification on the purpose of a CADSAR.
From review of this memorandum in context with the content of the Green River CADSAR, it appears to me that COE is being very inconsistant.
The information presented.in the Green River CtOSAR does not meet the objectives described in this memorandum.
DOE states that they intend to include this description in the UMTRA Project Site Management Manual to be finalized in the near future.

,f' document addressing the inconsistancies observed and clarifying the NRCs role in review of the CADSAR.
In conclusion, I found this trip to be interesting and very educational.
I would also like to note that I was impressed with the UMTRA team's knowledge of each site and their related expertise in general.
Judging from DOE / TAC reactions to discussions with the staff, I think they share my respect.
I appreciated this opportunity and look forward to working in the Uranium Recovery Program in the near future.
