Dear Chairman Zech:

/ constituent has called my office requesting information regarding the Dlinois Power Company Clinton Nuclear Plant.

3;o basic question is: "why has Clinton been unable to meet any r

schede?n over the past two years to put the plant on line."

Repr$wtatives of Illinois Power have indicated that they feel the plant is ready to operate. The reason for delay is that the NRC inspector on site is a " perfectionist."

Could you shed any light on these observations? Please direct your response to my Springfield district office.
