This is in response to your letter of December 19, 1986, in which you pre-sented arguments favoring a time extension of License Condition 9.3 (of your Safeguards Amendment SG-1). We have determined that any further extension of Condition 9.3 (beyond the current December 31, 1986 expiration date) with-out modification is not warranted. We are, however, willing to permit, for six more months, the continued use of uncleared guards for activities outside the protected area (PA) with the one major exception of manning guard towers.

Accordingly, we are revising License' Condition 9.3 of Amendment SG-1 to your License No. SNM-368, effective immediately, to read as follows:

9.3 The licensee may utilize screene<1, but uncleared guards for i security related assignments outside the protected area, except for manning of guard towers, provided all the condi-tions specified in the licensee's letter dated October 24, 1984, concerning this subject, are strictly adhered to. This condition shall automatically expire on June 30, 1987.

, conversation with NRC's Mr. Robert Burnett on December 30, 1986, and the

above license condition was mutually agreed to.
