UNITED STATES NUCLEAR REGULATORY COMMISSION NORTHEAST NUCLEAR ENERGY COMPANY DOCKET NO. 50-245 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U. S. Nuclear Regulatory Commission (the Commission) is considering issuance of an exemption from the requirements of Appendix R to 10 CFR Part 50 to Northeast. Nuclear Energy Company, et al. (the licensee), for the Millstone Nuclear Power Station, Unit No.1,. located in New London County, Connecticut.
ENVIRONMENTAL ASSESSMENT 4
Identification of Proposed Action:
The exemption would grant relief in five cases where the fire protection features are not in conformance with the technical requirements of Appendix R to 10 CFR Part 50.
Four of the cases re-late to Section III.G. of Appendix R to 10 CFR Part 50 that specifies options for separating / protecting redundant trains of safe shutdown related components and cables. The fifth case pertains to Section III.J. of Appendix R which re-quires 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> battery-powered emergency lighting units in certain areas for safe shutdown and in access routes to these areas.
The exemption is responsive to the licensee's applications for exemption, dated November 21, 1985, August 22, 1986, January 7 and 14, 1987. Note that in the licensee's November 21, 1985 letter, six additional requests were made from the requirements of Appendix R.
However, these exemption requests per-tain to non-fire rated features of certain fire area boundaries. As such, they l
are encompassed by the guidance issued in Generic Letter 86-10. No exemption is, therefore, necessary for these conditions.
Environmental Impacts of the Proposed Action The proposed exemption will provide a degree of fire protection such that there is no increase in the risk of fires at this facility. Consequently, the prooability of fires has not been increased and the post-fire radiological releases will not be greater than p

Q previously determined nor does the proposed exemption otherwise affect radiological plant effluents. Therefore, the Comission concludes that there are no significant radiological environmental impacts associated with this proposed exemption.
With regard to potential nonradiological impacts, the proposed exemptions involve features located entirely within the restricted areas as defined in 10 CFR Part 20. They do not affect nonradiological plant effluents and have no other envoronmental impact. Therefore, the Comission concludes that there are no significant nonradiological environmental impacts associated with the proposed exemptions.
Alternative Use of Resources This action involves no use of resources not previously considered in the Final Environmental Statements for the Millstone Nuclear Power Station, Unit No. 1.
Agencies and Persons Consulted:
The NRC staff reviewed the licensee's request and did rioc consult other agencies or persons.
FINDING OF N0 SIGNIFICANT IMPACT The Comission has determined not to prepare an environmental impact statement for the proposed exemptions.
Based upon the foregoing environmental assessment, the staff concludes that the proposed action will not have a significant effect on the quality of the human environment.
