CONTRACT NO. NRC-08-97-302, MODIFICATION NO.1 TO TASK ORDER NO. 5 ENTITLED, "lNPP DESIGN AND PROGRAM SAFETY REVIEW AND RELATED SAFETY REVIEW TRAINING"
Dear Mr. Kellogg:
The purpose of this modification is to: (1) incorporate a within-scope change for inclusion of four (4) staff-monihs of related assistance to VATESI in accordance with the attached statement of work revision and Scientech's proposal dated March 24,1999, both hereby incorporated, (2) increase the task order ceiling by $90.28100 from $319,679.00 to $409,960.00, and (3) provide incremental funding in the amount of $90,000.00.
Accordingly, Task Order No.5 is modified as follows:
Paragraph 2 of the definitization letter is deleted in its entirety and the following is substituted in lieu thereof:
" Task Order No. 5 shall be in effect from November 12,1998, through January 11,2000, with c cost ceiling of $409,960.00. The amount of $376,415.00 represents the total estimated reimbursable costs and tt.e amount of $33,545.00 represents the fixed fee."
Paragraph 4 of the definitization letter is deleted in its entirety and the following is substituted in lieu thereof:
"The amount currently obligated by the Government with respect to this task order is
$409,679,00, of which the sum of $376,415.00 represents the estimated reimbursable costs, and of which $33,264.00 represents the fixed fee. It is estimated that the amount currently allotted will cover performance through January 7,2000."

When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order.
Any work undertaken by the Contractor in excess of the obligated amount specified below is done so at the Contractor's sole risk.

STATEMENT OF WORK - MODIFICATION NO.1 TASK ORDER NO. 5 -CONTRACT NO. NRC-08 97-302 "INPP DESIGN AND PROGRAM SAFETY REVIEW AND RELATED SAFETY REVIEW TRAINING" Backaround:
The Lithuanian State Atomic Ene.rgy Safety inspectorate (VATESl) was established in October

1991 following independence from the Soviet Union to provide state oversight of the Ignalina NPP (INPP) which utilizes the two largest RBMK reactors ever built, namely the RBMK-1500.
The responsibility for assuring the safety of the INPP now lies with the staff of VATESI. The new organization adopted many of the Norms and Standards of the old Soviet Union but lacks the l
resources and technical infrastructure to fully implement all the old practices. VATESI continues to face the difficult problem of trying to regulate and inspect against obsolete standards established by the Former Soviet Union - not all of which apply to Ignalina. The Chairman of VATESI is Mr. Saulius Kutas, the former Energy Minister. Mr. Kutas became the head of VATESI in mid-March 1997.
NRC has been providing assistance to Lithuania's regulatory authority, VATESI, for: developing
{
model nuclear regulations and regulatory guides, developing inspection guides for site inspectors, developing a policy statement on Regulatory Regimes, training in use of computer software, and conducting safety reviews of licensing issues raised in the recently completed Ignalina Safety Analysis Report (SAR). Now working into the second year of its bilateral agreement with lithuania, NRC is committee to support VATESI in assimilating and implementing the findings and recommendations contained in the Ignalina SAR and in the Review of the SAR Report (RSR) in their licensing decisions.
Objective The purpose of this task order is to focus efforts on the particular areas for which the US has
- been assigned direct responsibility as a result of an understanding that was reached among VATESI and other western donor countries during meetings in Vilnius.
Technical and Other Specials Oualifications Reauired These tasks shall be managed by Dr. John H. Bickel, current contractor program manager of the Lithuanian Assistance Program. Dr. Bickel shall be responsible for the overall technical direction of the effort, and shallliaison directly with Dr. Hans Schechter, the NRC Program Manager.

a Under previous tasks the contractor assisted VATESI in identifying a serious single failure issue in the design of K and D modules that connect directly to the Ignalina CPS system. A revised design has been prepared by the plant which now requires review to assure the original problems have been properly corrected. The contractor shall provide direct short term technical assistance to VATESI in the review of the safety cases for the K and D replacement modules to verify compliance with single failure criteria and compliance with other applicable Lithuanian Nuclear Regulatory Criteria.
' Task 2 - Review of Safety-Related I & C Systems Under previous tasks the contractor provided training in the USNRC approach to systematic review of safoty related I&C systems. As a follow-up to that training, the contractor shall provide continued training and technical assistance and peer review support to VATESI in resolving other l&C related issues, including but not limited to: the new reactor scram parameters, the dp/dt trip function, the ECCS actuation logic, low GDH flow, the recently submitted corrections to the CPS /EPPS engineering assessment, etc.
Task 3 - Standard Review Plan for 1 & C Systems The contractor shall provide longer term assistance to help VATESI develop and implement a Standard Review Plan (based on Lithuanian Nuclear regulations and standards) for the review of safety related I&C systems and conduct training of VATESI and supporting TSO specialists in its interpretation and application.
l Task 4 - Under-Voltage and Under-Frequency Under previous tasks the contractor provided training to VATESI and the Ignalina NPP on the safety implications of under-voltage and under-frequency operation on plant electrical buses.
INPP has initiated a program to develop corrected actuation set-points for plant electrical buses, The contractor shall assist V'\\TESI by monitoring the completion of work on the effects of under-voltage and under-frequency on plant electrical buses and guide VATESI in the issuance of a safety evaluation report on the subject.
Task 5 - Related Assistance The contractor shall provide VATESI with copies of all USNRC regulations and standards used in safety reviews, in a suitable electronic form.
The contractor shall provide four (4) staff months of assistance to VA1 ESI staff in the review of plant document submissions, and resolution oicritical safety-related issues in the subject areas identified in the SOW for Task Order No. 5. This would include, but not be limited to, K&D Modules, Under-Voltage /Under Frequency issuet, and other related l&C systems issues for which VATESI needs help in the preparation of Western-type Safety Evaluation Reports (SERs). The contractor will be required to work closely with VATESI staff as the reviews for the INPP facility are being performed on an expedited schedule.

Meetinas and Travel
'The contractor is required to continue participatioil in periodically scheduled meetings and workshops of the international Licensing Assistance Program (LAP).
Period of Performance All work under this contract should be completed within 14 months of initiation of this task order.
Deliverables / Schedules in addition to the monthly report deliverables already established under this contract, the contractor should submit the following items to the NRC:
- A letter report on each task, summarizing the effort performed, shall be submitted to the PO within 30 days of completion of each task. The reports shall be transmitted by e-mail to the PO with a copy to the Contract Specialist (SAA@nrc. gov).
