This is in response to your letter LA 86-94 and attachment dated December 10, 1986 in which you requested an exemption from the requirements of the Columbia Plant FNMC Plan for measuring the individual tare weights of 484 drums containing a total of 15.7 kgs of U-235 as low enriched uranium. Your proposed alternative is to use the sverage weight of 20 drums as the nominal tare weight. Based on the standard deviation of the drum weights from the average, the maximum error from the use of the nominal tare weight would be a total of 0.11 kg U-235 for all 484 drums.

We have reviewed this request and have determined that the granting of your request is warranted, and will not adversely affect the coninon defense and security nor the public health and safety, and is otherwi".a in the public interest. Accordingly, we are hereby granting an exemption to the requirements of page 3.10 of the Columbia Plant FNMC Plan, by issuing an unnumbered license l

condition to Amendment SG-2 of your License No. SNM-1107, effective immediately, to read as follows: ,

Notwithstanding the requirements of the FNMC Plan identified in Condition 2.1, the licensee may use a nominal tare weight for each of the 484 drums identified in the attachment to letter LA 86-94 dated December 10, 1986. The nominal tare weight is derived by weighing twenty drums and determining the average.

We have determined that the attachment to your letter of October 21, 1986 contains information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be comercial l or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from '

public disclosure unless subject to the provisions of 10 CFR 9.12.
