Dear Mr. Themelis:

We have completed our review of information submitted in support of your proposed modification to the Salt Lake City RAP. This RAP modification includes two issues (revision of the tailings placement moisture requirements and revision of the rock cover / filter zone gradations), which were previously reviewed and discussed in our June 16, 1986 letter to you.

In addition, a third proposed revision (radon barrier placement moisture requirements) has been added to this modification per your October 15, 1986 information submittal.

Based on the review of all information provided, the staff concludes that the revisions to the RAP, as presented in your October 15, 1986 submittal and a subsequent undated letter which we received on October 27, 1986, are acceptable.

I have signed 4.nd enclosed the signature page that you provided to document NRC concurrence in this modification.

We are presently reviewing the related proposed revisions to the Remedial Action Inspection Plan that were submitted by your letter dated November 10, 1986. Our coments will be forwarded shortly.
