This is in response to your letter LA 86-83 and attachment dated October 30, 1986 in which you requested a limited exemption from the requirements in the Columbia Fuel Fabrication Facility FNMC Plan for reporting organizational changes. The anticipated changes, due to changing business conditions, are expected to becompleted by July 1,1987 and will be reported as they occur by letter to NMSS.

No changes to the Nuclear Materials Management organization will be made without prior NRC approval.

We have reviewed this request and have determined that the granting of your request is warranted, and will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest.

Accordingly, we are hereby granting approval, effective immed-iately, of the use of the following reporting procedure for organizational changes at the Columbia facility:

"Until July 1, 1987, any changes to the organization described in the FNMC Plan and DIQ - except changes to the Nuclear Materials Management organization - shall be reported within three weeks by information letter to the Office of Nuclear Material Safety and Safeguards with a copy to the Regional Office.

Such changes shall be incorporated into the FNMC Plan on or about July 1, 1987.

Changes to the Nuclear Materials Manage-ment organization shall require prior NRC approval.

Such changes shall be incorporated into the FNMC Plan and DIQ in the first scheduled quarterly update following said approval."

We have determined that the attachment to your letter of October 30, 1986 contains information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
