TASK ORDER NO. 241, ENTITLED, " DEVELOPMENT OF DATA BASE FOR CUMULATIVE RISK IMPACTS" UNDER CONTRACT NO. NRC-03-95-026 in accordance with the Section G.5, Task Order Procedures, of the subject contract, this letter definitizes Task Order No. 241. This effort shall be performed in accordance with the enclosed Statement of Work.

Task Order No. 241 shall be effective the date of award through October 31,1999. The total cost ceiling is $57,780.00, of which the amount of $53,293.00 represents the reimbursable costs, and the amount of $4,487.00 represents the fixed fee.

Funds in the amount of $56,000.00 are currently obligated under this task order. The obligated amount shall, at no time, exceed the task order ceiling. When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not

be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order. Any work undertaken by the Contractor in excess of the obligated amount specified above ;s done so at the Contractor's sole risk.

1. BACKGROUND On August 16,1995, the Commission issued a policy statement on the "Use of PRA Methods in Nuclear Regulatory Activities." Implementation of this policy is proceeding with the development of four regulatory guides (RGs) and three standard review plans (SRPs) which have been forwarded for Commission approval. These include a RG and SRP containing general guidance, RGs and SRPs for inservice testing and technical specifications, and a RG for graded quality assurance. In addition, it is anticipated that a RG and SRP for inservice inspection will be forwarded to the Commission by May 1998. In conjunction with developing these RGs and SRPs, the staff has been working with several licensees on pilot applications of risk-informed regulation in the technical areas liste'd above.

During development of the RGs and SRPs, it became apparent that regulatory decisions at each plant should be based on updated risk information which includes plant modifications from previous applications (i.e., cumulative changes in risk profile). This was also recognized by the Commission, and in its January 22,1997, staff requirements memorandum (SRM) charged the staff with establishing, " procedures to monitor the cumulative changes in risk for a given nuclear facility as the result oflicensing amendments." In addition, in an earlier SRM dated May 21, 1996, the Commission had requested the staff to track the regulatory uses of the IPE/IPEEE results.

As a result, the staff has constructed a pilot PRA Applications database on a MS-Access platform to catalogue licensees' use of their IPE/PRA in license amendments and notice of enforcement discretion (NOED) requests. For this pilot database, information retrieved from the Federal Register Notices for the years 1994 through 1998 was utilized. This database was constructed in a manner that cumulative changes in plant risk as a result of plant amendments and NOED requests can be tracked. In addition, the pilot database contains brief summary information on the IPE/IPEEE results for each plant.

The early version of the pilot database did not'have a user-friendly input / output format, and additional development efforts were required to update the database so that it is more consistent with the requirements of SPR Chapter 19 (SRP chapter on the use of PRA in regulatory decision-making). Scientech is currently providing technical assistance to the NRC staffin these additional efforts to develop a user-friendly PRA Applications database. The Scientech contractor has restructured the database for convenient browsing of the database records on a Website server. As a result of the database restructure, the information records created in the earlier database version need to be reformatted. This statement of work (SOW) is to continue contractor help to upgrade and maintain the database as a living catalogue of risk-informed submittals for reference by NRC staff.

2. OBJECTIVE The objective of this task order is to obtain expert technical services from the contractor to help the staffin the development of a database that will track licensees' use of PRA for making changes to the plant's design, operations or other activities that require NRC approval. The database will also track the cumulative changes in plant risk on a plant-specific basis from these changes in plant design or operations. To facilitate case of use, a user-friendly interface for inputting data, accessing and updating information, and for data retrieval and analysis is important..

Currently, the earlier NRC PRA' Applications database has been restructured for convenient browsing of the information records on an external Website server. As a result of the database restructure, the information records need to be reformatted to fit the new user-friendly format.

The new version of the database is to be installed on the NRC local area network, i.e., the NRC internal Webpage. Additional efforts are required to update and maintain the database as a living catalogue of risk-informed submittals for reference by NRC staff.

The two task areas required to accomplish the above objectives are described in Section 4.0 of 4

this S O W.

3. TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIRED The contractor shall provide personnel with expertise in the use of computer software for information data entry (e.g., MS-Access) and management of computer-based information tracking and retrieval systems. This project requires that the contractor personnel be familiar with the application of PC-based software for building relational database management systems.

The contractor should also have access to and experience with computer-based tools for the design, development, creation, installation, and maintenance of computer-based databases, with particular attention to tools that use HTML, SGML, and WWW technologies.

- It is the responsibility of the contractor :o assign technical staff, employees, subcontractors, or specialists who have the required educational background, experience, or combination thereof to meet the technical objectives of the work specified in this SOW. The_ NRC will rely on representations made by the contractor concerning the qualifications of the personnel assigned to this task order including assurance that all information contained in the technical and cost proposals, including resumes, is accurate and truthful.

4. WORK REQUIREMENTS The contractor shall perform the following tasks during the specified period of performance and develop the products specified in Section 5 of this SOW.

Task 1 a.

The contractor shall reformat the old database records to fit the new database structure to allow user-friendly input ofinformation provided in the stafrs PRA tracking fonn found in Table 111-2 of SRP Chapter 19.

Task 2 On an as-needed basis, the contractor shall provide assistance for updating the pilot PRA a.

Applications database using information from the risk-informed submittals and Federal Register Notices. The contractor shall input data from the PRA applications summary forms supplied by the staff.

5. REPORTING REQUIREMENTS At the completion of the tasks 1 and 2, the contractor shall deliver a technical letter report summarizing the results of the database improvement, features of user interface capabilities, and desktop instructions for retrieval ofinformation from the database. The contractor shall deliver a draft report by July 31,1999. A tinal version of the report should be delivered 30 days after the

. receipt of staff comments on the draft report.

Monthly Business Letter Report A monthly business letter report is to be submitted by the 15th of the month to the NRC project Manager.

The report shall contain the following:

6. MEETINGS AND TRAVEL The contractor shall meet with the NRC technical monitors on a periodic basis to present the progress of the project. These meetings should be held at the NRC headquarters located in Rockville, MD. This should include a demonstration of the database and its interface 30 days prior to the delivery of the draft report. Additional trips to headquarters may be necessary as j

requested by the NRC Project Officer. For the purposes of planning, the contractor shal! estimate five trips to NRC headquarters.

7. NRC FURNISHED MATERIALS The NRC will provide all necessary materials to facilitate successful completion of this project.

This will include the pilot version of the NRC PRA Applications database. As required, the NRC will also provide other databases already in use, such as the IPE database.
