Dear Mr. Sinclair:
We have reviewed the final Utah regulations entitled, R313-19-13, Exemptions, " Capsules containing carbon-14 urea for "in vivo" diagnostic use for humans" anc R313-19-100 adopting by reference, "10 CFR Part 71: Compatibility with the International Atomic Energy Agency,"
which became effective on March 12,1999. The regulations were reviewed by comparison to the NRC regulations in 10 CFR Parts 30.21 and 71.47.
As a result of the NRC review, we have determined that the Utah regulations, as adopted, meet the compatibility and health and safety categories established in OSP Procedure SA-200.
