CONCURRENCE FOR J0URNAL PAPER ON FLOW RESISTANCE The enclosed letter transmits the draft paper " Flow Resistance and Conveyance on Armored Slopes" to the American Society of Civil Engineers for consideration as a publication in the Journal of Hydraulic Engineering. The paper was written by Richard Codell with the assistance of Ted Johnson and two of our contractors from Colorado State University. It is essentially a report of t field studies at CStl on the flow of water over layers of rock armor in laboratory flumes, and a mathematical model developed by Richard Codell which describes the resistance to flow as the water passes over and through the rock. The data and model appearing in this paper represent some of the technology necessary to develop a method to design rock armor on uranium mill tailings embankments.

The paper has been reviewed by Raymond Gonzales of URF0, Rex Wescott of NRR, Mike Fliegel, and myself. It will receive further peer review from ASCE before publication. There are no controversial issues discussed in the paper.
