1 Enclosed please find an application from Mitsubishi International Cor-poration for a license to export the initial fuel loading for Oh1 Unit III nuclear power reactor in Japan.

Before taking ac:fon on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.

Please find enclosed our application in triplicate for licence to export slightly enriched UF6. 'Ihis Inaterial will be used for the fabrication of fuel a%11es and ultinately loaded into Ohi Plant Nuntar 3 (Region 1 & 2) owned by 'Ihe Kansai Electric Power Co., IIx:..

'Ihe contract 1: umbers for the uranium enriching services with the U.S. Derartnant of Enertjy are DE:-SCDS-84UE/JA203.

'Ibe feed material is supplied by South Africa.

'Ihe relevant enriched UF6 will be delivertd at the U.S. D.O.E. Portsmouth Dirichment Plant in Pikoton, Ohio. After being exported to Japan, it will be converted to UO2 powder, pelletized and fabricated into fuel asserblies by Mitsubishi lAlclear niel, Ltd.

As to the validit:y of the export licenso, we wish to have a two year period frcan the dato of issuance.

With regarti to sanpling, we request that two (2) P-10 tubo sanples be taken frcan each parent cylirder. 'Iheco sanples should be delivered to us c/o 'Iblodyne Isotopes for indeperdent analysis. We also request that the thsclear Audit ani Testing ocepany witness the weighing ard sanplirg.
