Classified Matter Security Infraction Gentlemen:

In accordance with the provisions of 10 CFR 95.57(b), Fort St. Vrain is reporting a security infraction dealing with the improper storage of National Security Information classified at the Confidential level.

At approximately 0730 on February 28, 1987, the Lead Security Officer (LS0) on duty surrendered a copy of Appendix A, " Protection, Receipt, Storage and Special Security Measures During Refueling Operations",

of the Fort St. Vrain Physical Security Plan to the senior Contract Security Agency Training Officer (T.O.) on duty.

Instructions to place the document in the " safe",

refering to the GSA approved security container located in the Secondary Alarm Station, were given at this time to the T.O.

The LSO did not specify at this time that the document was classified.

The T.0.

took possession of the document and placed them in a Safeguards Information filing cabinet in the Contract Security Agencies administrative area believing that it was the " safe" refered to by the LSO. He then secured the filing cabinet per procedure for Safeguards Information with a combination lock which meets GSA requirements per NUREG-0794.

who promptly reported the infraction to the LSO en duty at that time.

The LSO took control of the document, ensured that it was properly stored and began an investigation into the circumstances of the incident and the potential for compromise.

The investigation indicates that by training and procedure the Safeguards filing cabinet is kept locked when not in use and the combination to the cabinet is restricted to Training Officers, Lead Security Guards, Facility Supervisor and members of the Licensee Security Staff. These positions are currently held by personnel who possess valid NRC "L" level access authorization and together with the fact that the cabinet did not appear to have been tampered with provides the basis for our determination that the document was not comptomised.
