To attend U.S. Council on Energy Awareness Nuclear Transportation Task Forca meeting on Standardization of Shipping and Storage Cesks for Spent Fuel DISCUSSION:
The meeting followed the agenda (see enclosure 2) with Felix Xillar giving introductory remarks.
Charles MacDonald summarized the October 19, 1988, Commission meeting on this topic. John Roberts concurred in his summary and upon request described briefly the draft proposed rulemaking for storage cask certification as presented in August 1988 to the Advisory Committee on Nuclear Waste. He returned to f hat subject in somewhat more detail in later questioning. DOE representatives explained activities with respect to their transportation cask fleet development. Discussion then proceeded among DOE, Vendor and utility representatives on standardization and compatibility. A breakdown of these issues was presented by Greg Snipes of Duke Power Ccmpany (see enclosure 3). Discussion continued. NRC staff referred to the Chairman's and Comissioner Rodgers' remarks and Mr. Bernero's presentation on October 19.
Some attendees had been at that meeting or had read the transcript.
In response to others, I recomended they read the transcript to understand the position presented.
In sumary, the consensus of the industry attendees was that efforts would continue to be made on standardization and compatibility, but that absent DOE transportation cask fleet designs in final form and absent a repository e$11402s4 est o4 h
