Withdrawal of Portion of Proposed Change to the Vermont Yankee Radiological Effluent Technical Specifications (RETS)

Dear Sir:

By letter, dated January 24, 1986 [ Reference (b)], Vermont Yankee submitted a proposed Technical Specification change to the RETS. This submittal was subsequently clarified on May 13, 1986 (Reference (c)] in response to the NRC Staff's request. The purpose of this letter is to withdraw from consideration that portion of the subject proposed change which requested permission to incinerate contaminated oil in equipment, such as auxiliary boilers, which previously had not been considered as radioactive effluent release points.

Because the issue of contaminated oil incineration is presently a subject associated with several rulemaking actions (50FR49258, 51FR14894), Vermont Yankee is withdrawing this specific request, without prejudico, until such time as the jurisdictional regulatory authority question associated with an approval in this regard is clarified or resolved between the NRC and the US Environmental Protection Agency. Therefore, so as to allow the review and approval of the remaining portions of the proposed change request to proceed without delay, Vermont Yankee herein formally withdraws Pages 152, 160a, and 160c of the subject submittal from considerstion.
